Microsoft paused the rollout after a fierce public backlash, but the revealing fact is that Recall cleared internal review in the first place. The teams approving that feature were not thinking about hospital clerks processing patient records, lawyers working with privileged communications, or government employees handling sensitive data. They were building a keynote demo.
